The Arc Minnesota has two statewide housing programs that serve the areas of the Twin Cities Metro, Rochester, Mankato, St. Cloud, Moorhead, and Duluth.

Housing Stabilization Services (HSS) is a new housing program funded by federal Medicaid (Medical Assistance) dollars. We continue to provide our Housing Access Services Program (HAS), which has been updated.

We work with each person, regardless of program, on an individual basis to see what they need and require for housing. This can differ greatly from person to person.

We now offer a Crisis Housing Assistance Program. It provides short-term housing assistance to people with a serious mental illness who are receiving hospital level psychiatric care or Substance Use Disorder treatment This program is funded through a grant from the Minnesota Department of Human Services Behavioral Health Division. Housing Stabilization Services

The Arc Minnesota is a provider of Housing Stabilization Services. Please send all HSS referrals to the local regional coordinator by email. Find regional coordinators’ contact information here. Download a referral form here.

Once you or your client comes up on the waitlist, you will be assigned a housing coordinator in the region your client/you wish to live.

What does Housing Stabilization Services (HSS) do?

Housing Stabilization Service providers can assist eligible adults with:

  • Searching for and applying for housing that is affordable and in a chosen location
  • Creating a budget
  • Understanding the rental process and the lease
  • Finding funding for deposits and moving costs
  • Provide Transitional Services for people with waivers whom we are working with in HSS
  • Understanding and applying for disability services
  • Understanding and applying for other financial assistance programs
  • Navigating housing issues with management and other residents
  • Keeping your housing

Who Is Eligible For Housing Stabilization Services?

  • Adults who have a waiver such as CADI, DD, BI, EW or CAC waiver
  • Adults who do not have a waiver but have all of the below options:
  • A disability
  • Medical Assistance
  • Housing Instability, or are
  • A living situation that is provider led and you want to move into a more independent setting.

Housing Access Services

The Arc Minnesota also provides Housing Access Services.

Housing Access Services (HAS) is a partnership between the Minnesota Department of Human Services Housing Division and The Arc Minnesota. HAS began in July 2009.The contract allows The Arc Minnesota to assist adults with disabilities find and move to independent housing. HAS has helped more than 2,675 people with disabilities in moving to homes of their own.

What does Housing Access Services do?

Housing HAS providers can assist eligible adults with:

  • Searching for and applying for housing that is affordable and in a chosen location
  • Creating a budget
  • Understanding the rental process and the lease
  • Finding funding for deposits and moving costs
  • Understanding and applying for other financial assistance programs
  • Navigating housing issues with management and other residents
  • Keeping your housing

Who is eligible for Housing Access Services?

  • Adults who have a disability and:
    • If you do not have a waiver
    • Have Medical Assistance
    • Have your own home and are able to afford to stay there and aren’t being asked to leave
    • Want to move to your own home and you can decide which services you want to have

Note: Adults eligible for HAS who have found their own housing, may be eligible for HAS funds to pay for a security deposit, mover costs, or some basic furniture/household goods. Adults who do not have waivers who are using HSS are also eligible for HAS funding.
